The project
- Conducted an assessment of current waste flows requiring characterisation across the Île-de-France region, including flow types, seasonality, volumes and collection frequencies.
- Forecasted waste volumes over a 3 to 5-year horizon based on two development scenarios (standard and high-growth).
- Identified logistics constraints and assumptions related to collection, sorting, reverse logistics and waste disposal operations.
- Developed and compared several logistics scenarios, including in-house operations versus outsourcing, different levels of resource pooling and alternative vehicle configurations.
- Sized the human resources (drivers, waste characterisation operators) and equipment requirements (trucks, skips, containers) for each scenario.
- Determined the upstream and downstream storage capacities required for Terra’s future facility.
- Identified the optimal site location using the Transept Solver optimisation tool.
- Assessed logistics costs by waste stream (bulky waste and household waste), comparing in-house and outsourced operations while incorporating transportation, operating costs and CO₂ emissions.
- Delivered strategic recommendations for the logistics master plan, aligned with the other workstreams of Terra’s overall transformation programme.
Our results
- Identified two optimal locations for the future waste characterisation facility.
- Developed three robust scenarios for managing bulky waste and household waste flows, including disposal through local waste management operators and waste-to-energy facilities.
- Recommended an outsourced start-up model for collection and transportation activities to maximise flexibility and minimise initial investment costs.
- Modelled logistics costs by waste stream type, incorporating reverse logistics, sorted and non-recoverable waste flows and subcontracting margins.
- Assessed the carbon footprint of the different scenarios and provided decision-making guidance regarding the electrification of light commercial vehicle fleets.
- Defined the required on-site storage infrastructure capacities, including simultaneous handling volumes for sorted and unsorted waste.
- Provided strategic support for Terra’s transformation programme, aligned with its operational, human resources, technical and environmental ambitions.
